Can You Advertise on ChatGPT in India? What Changed on 14 August 2026

The direct answer. No. As of 15 August 2026, India does not appear on OpenAI's Ads Manager Availability list, so a business registered in India cannot open a ChatGPT advertiser account. India is also not a serving market, so Indian users are not currently shown ads. Those are two separate permissions and both are currently closed.
What changed this month is that only one of them looks like it is about to move.
What OpenAI sent Indian users, and what it did not say
On 14 August 2026, OpenAI emailed Indian ChatGPT users about a privacy policy update covering advertising. The email set out how ads work and what controls users have. It stated that ads appear for Free and Go subscribers and not on Plus or Pro. It quoted Indian pricing, ChatGPT Go at ₹399 a month and Plus at ₹1,999. It stated that advertisers do not get access to user chats and receive aggregated performance data, that ads do not influence answers, and that sponsored content stays visually separate.
At the time of that email, OpenAI had not announced an advertising rollout for India and its own availability documentation did not list India among serving regions. That gap is the story.
A privacy policy notification is not a launch announcement, and it is not nothing either. Companies update advertising privacy terms in a market before they serve ads in it, not after. Read conservatively, this tells you OpenAI is doing the groundwork to show ads to Indian users. It tells you nothing about when Indian businesses can buy them.
The asymmetry this creates
Ads reach Free and Go users. Plus and Pro see none. In India that split does more work than it does anywhere else, because Go is priced at ₹399 against ₹1,999 for Plus, so the paid tier that still carries ads is roughly a fifth of the price of the one that does not.
An ad-eligible pool in India is therefore likely to be a large share of a large user base, and it will skew toward exactly the price-sensitive consumer segments the approved ad categories cover: household goods, local services, travel, digital products and education.
Which produces the situation Indian marketers should actually be planning around. Indian attention becomes purchasable before Indian businesses can purchase it. The first advertisers reaching Indian users, if and when serving opens, will be companies registered in the nine eligible countries. An Indian D2C brand and a US competitor selling into India will not arrive at that auction on the same day.
We are stating this as a structural read, not a prediction. OpenAI has opened advertiser access and serving access in different orders in different markets, and Brazil currently sits on the advertiser list while Brazilian users are not served.
Two claims circulating about India, corrected
Search results for ChatGPT ads in India currently return pages that contradict each other about the same month.

We are naming the claims rather than attacking the publisher. The ₹5,000 figure is the more damaging of the two, because it is precise enough to be put in a media plan. A rupee CPM implies an Indian auction with Indian competition and Indian clearing prices. None of those exist yet.
If you have a ChatGPT line item in a FY27 media plan built on a ₹5,000 CPM, the number underneath it is not a forecast. It is invented.
What an Indian business can actually do today
The full route analysis, including what a foreign entity does and does not buy, is in advertising from an excluded market. Three things are India-specific and worth stating here.
A US entity does not get you Indian users. It gets you American ones. If your buyers are in India, foreign incorporation solves a problem you do not have. If you sell to the US, UK, Canada, Australia, New Zealand, Japan or Korea from India, it is a live channel today and this is the section that does not apply to you.
Funding a foreign advertising entity from India runs through FEMA. An individual remits under the Liberalised Remittance Scheme, capped at USD 250,000 per financial year, with Form A2 at remittance and Form FC within 30 days of the financial commitment. An Indian company invests under Overseas Direct Investment, permitted to 400% of net worth on the automatic route, with Form FC, an Annual Performance Report due 31 December and an FLA return due 15 July. Both create a permanent annual filing calendar that does not end when the campaign does.
Take two questions to a chartered accountant before incorporating: does my structure fall under LRS or ODI, and what does the December APR require from a foreign subsidiary whose only activity is buying media. Anyone selling you a two-week Delaware LLC who cannot answer those has not done this for an Indian client.
Category eligibility may disqualify you regardless. Ad policies v1.3 restricts advertising to consumer categories, and financial services and health services outside the United States are generally prohibited. A licensed Indian insurance broker can complete incorporation, remittance and verification and still be refused. That check is free and takes ten minutes.
What is worth doing in the meantime
The gap between now and an Indian rollout is the only period in which a brand can build an organic position cheaply, and the work is not speculative.
Check whether AI crawlers can reach your site. OpenAI lists landing pages that block its user agents as a cause of ad rejection, so the audit that governs whether assistants can read you today is the same audit that governs whether your ads clear review later. Many Indian sites sit behind CDN managed rules that block AI bots ahead of the site's own robots.txt. We found exactly that on our sister company's domain, where robots.txt welcomed the crawlers and a managed rule was refusing them.
Build the answer coverage now. Whether an assistant can name your brand, describe your category position and cite a source takes months to establish. A brand invisible in ChatGPT answers today will still be invisible on the day it can buy an ad beside them.
Get a baseline. When India opens, every Indian marketing team will ask whether paid placement lifts or cannibalises organic citation. There is no published answer. Only a brand with a year of organic measurement behind it will be able to work out its own.
What we cannot tell you
When India opens, for advertisers or for serving. OpenAI expands market by market without advance notice. The 14 August email is reported, is a privacy notification rather than an announcement, and OpenAI's availability page does not list India.
Whether Indian advertiser access arrives with or after Indian serving. Brazil shows the two can move separately. We have no basis to predict the order here.
What Indian CPMs will be. Nobody does. There is no Indian inventory, no Indian auction and no published benchmark, and OpenAI states there are no performance benchmarks across advertisers, industries or campaign types.
Whether the 14 August email means weeks or quarters. It means groundwork. Anyone converting it into a date is guessing.
