The direct answer. OpenAI currently lists 63 countries where eligible businesses can create a self-service ChatGPT Ads Manager account. The list now includes the United Arab Emirates, Saudi Arabia, Israel and Turkey, and the seven markets OpenAI opened on 23 September 2026: Indonesia, Malaysia, the Philippines, Singapore, Thailand, Vietnam and Taiwan.
The test is where your legal entity is registered. OpenAI's availability page says the legal entity that will advertise and be billed must be based in a listed country. Each country has its own page, with its minimum daily budget and the rules that apply there, in our country-by-country guides.
Which countries can advertise on ChatGPT?
This is OpenAI's current self-service Ads Manager availability list, grouped by region. Linked countries have their own guide with the local minimum budget and rules:

| North America | Canada, United States |
| Latin America | Brazil, Mexico |
| Europe | Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Netherlands, Norway, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden, Switzerland, United Kingdom |

OpenAI says availability may continue to evolve. Confirm the list on the official Ads Manager Availability page before creating an account.
How the list grew
| Date | Change | Countries |
|---|---|---|
| 13 August 2026 | Beta-era list, all nine marked Available | 9 |
| 31 August 2026 | Self-service opens across India, 31 European markets, and the Middle East and North Africa | 52 |
| September 2026 | Israel, Saudi Arabia, Turkey and the UAE appear on the list, without a separate announcement | 56 |

Every one of these is logged with its source in the changelog.
What “available” actually means
Availability means a business whose legal entity is in that country can create a self-service advertiser account. It does not mean every category will be approved, every location inside the country can be targeted separately, or a new account can immediately reach other countries.
That last point is new in the documentation. OpenAI says some new self-serve accounts can initially advertise only in their home country, the country associated with the account, and selecting other countries does not override it. The account becomes eligible for other supported countries once identity verification is approved and it reaches the required spend from campaigns at home.
Account settings you cannot change later
During signup you choose a country or region, a currency and a time zone. OpenAI says none of the three can be changed after the account is created. The currency matters more than it looks, because the minimum daily budget is set by billing currency: 25 USD, 15 EUR, 15 GBP, 725 INR, 65 AED, 4.00 SGD and so on across the 30 currencies OpenAI publishes. Several listed countries, including Turkey and most of North Africa, have no local-currency row.
Since 25 September 2026 an account also carries three separate names. The Account Name is internal. The Brand Name is what users see on your ads, and changing it pauses serving until it is re-approved. The Legal Name is your registered business name, used for billing and verification, and changing it restarts business review.
Agencies and multiple advertisers
OpenAI's setup guide tells you to have one person create the advertiser account and invite everyone else, with Admin, Member or Viewer roles. If you manage several advertisers, it says to create a separate account for each. Whoever creates it, the Legal Name and billing details must be the advertiser's own, and the legal entity must be in a listed country.
One login can create new accounts only while it belongs to fewer than 10. Past that, it can still be invited to more.
Is ChatGPT Ads available in India and the UAE?
Yes, both. India joined on 31 August 2026 and the UAE appeared on the list in September. Earlier guidance, including earlier versions of this page, said UAE businesses could not self-serve; that is no longer true. See ChatGPT Ads in India, the India and UAE comparison, or the UAE country page.
Is ChatGPT Ads available in Europe?
Yes, in every EU member state plus Iceland, Liechtenstein, Norway, Switzerland and the United Kingdom. For campaigns targeting the EEA or Switzerland, OpenAI advises avoiding custom audiences while ads personalization is unavailable there. European advertisers also need to evaluate consent before installing a pixel; our pixel and GDPR guide separates platform setup from the legal assessment.
What if my country is not listed?
OpenAI says you can still create an account at ads.openai.com, and it will notify you when self-service opens in your country. Creating an account does not give you access early. Do not select a different country during signup to get past the form: the legal entity, verification details and payment information need to align, and the country cannot be changed later.
Account eligibility is only the first gate
Before launch, check category policy, billing and destination quality. Financial, health and legal services can be approved case by case only in the United States. The landing page must work, match the ad and stay accessible to OpenAI's ad crawler.
Use the ChatGPT Ads eligibility checker for a first-pass check, then confirm inside Ads Manager.
Quick answers
What countries are ChatGPT ads available in? OpenAI currently lists 63 self-service Ads Manager countries across North America, Latin America, Europe, Asia-Pacific, the Middle East and North Africa. The full list is above and the largest markets have their own country guide.
Can I advertise on ChatGPT from the UAE or Saudi Arabia? Yes. Both appeared on OpenAI's self-service list in September 2026.
Can I advertise on ChatGPT from Singapore or Southeast Asia? Yes. Singapore, Indonesia, Malaysia, the Philippines, Thailand, Vietnam and Taiwan opened on 23 September 2026.
Can an agency open a ChatGPT Ads account for me? OpenAI's setup guide says an agency managing several advertisers should create a separate account for each. The account must still carry your legal name and billing details, and your entity must be in a listed country.
Can a new account target other countries straight away? Not always. Some new self-serve accounts are limited to their home country until identity verification is approved and they reach a required spend there.
Can I change my country or currency later? No. OpenAI says the country, currency and time zone selected during setup cannot be changed after account creation.
