You hand over five things: a legal business name, a business tax ID, a payment method in the company's name, a logo and favicon, and answers to a short identity questionnaire run by a third party called Persona. Then you wait, with no published timeline and no stated appeal route.

This is a different question from whether you are allowed to advertise at all. Category eligibility and country eligibility are decided elsewhere, and our checklist post covers them. This is the paperwork stage that sits after you have established you qualify, and it is where accounts stall for reasons that have nothing to do with the product being advertised.

The artefacts, and what each one is checked against

OpenAI's own account setup documentation is thin on the tax ID specifically. It names business name, website, logo and industry, then routes you into "a few additional questions for account verification through Persona". The registration number and address checks are described by third-party guides rather than by OpenAI. Treat them as reported.

Why the payment card is the most common stall

The card is doing two jobs at once, and only one of them is obvious.

It is the billing instrument. It is also corroborating evidence that the entity you claim to be is the entity that controls the money. A card in a founder's own name proves nothing about the company, and a company card issued to a different country contradicts the country you registered the account under. Either of those can hold up an otherwise clean application.

Index Lab's verification guide, published 2026, reports that adding a card triggers a temporary authorisation hold of around 100 USD, which is not a charge and clears within a few days. We have not verified that figure against OpenAI documentation, and it should be treated as third-party reporting, not a published amount. It matters mainly because finance teams tend to query unexplained holds, and it is easier to warn them in advance than to explain it afterwards.

The identity layer nobody expects

Persona is an identity verification vendor, and its checks are the standard set: name and registration number against public records, address confirmation, sanctions screening, and in some cases a liveness check on the person applying, with a passport or equivalent requested.

This surprises marketers, because no other major ad platform front-loads identity to this degree at signup. Google and Meta both let you spend first and verify later. Here the sequence is reversed. The practical consequence is that the person filling in the form should be someone who can produce identity documents and knows the registered entity details, which is often not the person running the campaigns.

Team invites, and the reason to do them early

Team access is added after the account exists, under Settings, then Users, then Invite, by email address. OpenAI's documentation does not publish a role permission matrix, so what a given invited user can and cannot do is not something you can plan around before you are inside.

Invite the people who will actually operate the account before you start building campaigns, for one boring reason: the account is tied to the contact who created it, and that contact receives the email confirming full platform access. If that person is a founder who then disappears into other work, the notification that unblocks everyone else lands in an inbox nobody is watching.

What a stalled verification actually means

OpenAI documents the wait in one sentence: because there is a high volume of applications reviewed in a rolling queue, account verification may take some time. That is the whole of it. No target, no service level, no status meanings beyond the queue.

So distinguish two states, because they need different responses.

Pending is the default and carries no information. A week of silence is not evidence of a problem. There is nothing to escalate and no queue position to check.

Rejected or held is different, and the only useful move is to re-examine the entity details rather than to resubmit unchanged. Every failure mode in the table above is a mismatch you can check yourself against the public register in ten minutes, without waiting for anyone to tell you which field was wrong.

The honest reckoning here: OpenAI publishes no appeal path for verification specifically. Its ad review process has a documented resubmission route, and it is easy to assume the two are the same. They are not. Ad disapprovals are appealable in a defined way. Account verification outcomes are not, and the support channel for a stuck account is generic OpenAI support rather than an ads-specific escalation. If your entity details are clean and the account still does not clear, you have no documented next step. Plan your launch date on the assumption that this can happen.

Sequence this before anything else

Verification gates delivery, not account creation. You can build campaigns while waiting, which tempts teams into treating it as a background task and discovering the block on launch day.

Do it in this order: confirm your registered entity details against the public register, obtain a company card in that entity's name and country, complete verification, then build. The build takes an afternoon. The verification takes an unpublished number of days, and it is the only step you cannot compress.
