Every cost page in this category answers the same question: what does a ChatGPT ad cost. They answer it in dollars, for a US buyer, and they stop at the media.

Two things are missing from all of them. The first is what a test has to cost to tell you anything, which is a different number from the platform minimum. The second is what the whole thing costs when the advertiser is registered somewhere OpenAI has not opened, which is where the media becomes the cheap part.

The media floor, and why it is the least interesting number

The 200,000 USD entry commitment was removed on 5 May 2026. The campaign floor was not, and pages claiming ChatGPT ads have no minimum spend are quoting the removal of the wrong thing.

Market Minimum daily spend, per campaign
United States 25 USD
United Kingdom 15 GBP
Japan 2,500 JPY
South Korea 25,000 KRW
Australia, Canada, New Zealand 25 AUD / CAD / NZD
Brazil 40 BRL
Mexico 150 MXN

Recommended starting max CPC is 3 to 5 USD and the default max CPM bid is 60 USD, both from OpenAI's own documentation. Observed clearing is reported at 25 to 45 USD CPM in serving markets, and the published ranges disagree with each other.

At the floor, a fourteen-day campaign is 350 USD. That number is why the channel reads as cheap, and it is the number that produces useless tests.

The test that tells you nothing

Take 350 USD at a 35 USD CPM. That is roughly 10,000 impressions. Apply the only measured public CTR-and-conversion pair in this channel, from Opascope's fifteen-day live account, and you are looking at a low hundreds of clicks and single-digit conversions.

Single-digit conversions do not distinguish between a channel that works and a channel that does not. Run the same test twice and you can get opposite answers, and you will believe whichever one you ran second.

So the real question is not what the minimum is. It is how much volume your conversion rate needs before a difference is a signal rather than noise, and that depends on numbers you already have: your conversion rate and how many conversions a month you normally see. If your site converts at 2% and you close ten deals a month, a test that produces three conversions has told you nothing you can act on.

We are not going to print a universal "minimum viable test budget," because it is not universal and the pages that print one have picked a round number. The honest version is a rule: budget for the number of conversion events you need to believe a result, then work backwards through your own conversion rate to the spend, and if that number is uncomfortable, that discomfort is the finding.

The costs the category leaves out

For an advertiser registered in the United States, the media is most of the cost and the published pages are roughly right.

For an advertiser registered in India, the UAE, Germany, Singapore or the other 240 countries in OpenAI's targeting file that cannot open an account, the media is a rounding error.

Cost line US-registered advertiser Excluded-market advertiser
Media, 14-day test at the floor ~350 USD ~350 USD
Entity None Incorporation in an eligible country
Banking Existing Business account opened by a non-resident director
Payment method Existing Card must match the entity and its country
Verification Persona check, queued Same, and cannot be expedited
Annual compliance Existing Permanent, and continues after you stop advertising
Cross-border funding None For Indian founders, a FEMA filing calendar
Time to first impression Days Realistically 6 to 10 weeks

The card rule catches people. The payment card must match the entity and its country, and a mismatched card is a common verification failure. A personal Indian card against a Delaware LLC is a rejection.

The signup decision cannot be undone. Country, currency and time zone are set at account creation and cannot be changed afterwards. Fixing a wrong choice means a new advertiser account with a different email address, since an address already used cannot be reused, and a fresh trip through the verification queue.

For Indian founders, the funding route creates filings that outlast the campaign. Money leaving India moves under FEMA, either through the Liberalised Remittance Scheme, capped at USD 250,000 per financial year per individual, or through Overseas Direct Investment for a company at up to 400% of net worth on the automatic route. Both create Form FC within 30 days and an Annual Performance Report each December, and ODI adds an FLA return each July.

The UAE has no equivalent exchange control regime, so an Emirati founder faces the entity and verification steps without the filing calendar.

What we will not do is add these up. The totals depend on your structure, your jurisdiction and your accountant, we have not run this setup ourselves, and a single all-in figure would be the kind of invented number this page exists to argue against.

The question to ask before any of it

Where are your buyers.

If they are in the United States, United Kingdom, Canada, Australia, New Zealand, Japan or Korea, everything above is a real cost against a real audience.

If they are in India or the UAE, the entity route buys you an audience that is not yours. Ads serve in seven markets and neither country is one of them, so the spend reaches American users. That is a fine outcome if you sell to Americans and a waste if you do not.

Quick answers

Is there a minimum spend for ChatGPT ads? Yes. The 200,000 USD entry commitment was removed on 5 May 2026 but the campaign floor remains: 25 USD per day per campaign in the United States, with local equivalents in other markets.

How much does a ChatGPT ads test cost? At the campaign floor, a two-week test is roughly 350 USD in the United States. Whether that is enough to produce an interpretable result depends on your conversion rate and how many conversion events you need before a difference is a signal rather than noise.

What is the CPC for ChatGPT ads? OpenAI recommends a starting max CPC of 3 to 5 USD and a default max CPM bid of 60 USD. Observed clearing is reported at 25 to 45 USD CPM in serving markets, and published ranges disagree. OpenAI states no performance benchmarks exist across advertisers, industries or campaign types.

What does it cost to run ChatGPT ads from India? The media is the smaller half. An Indian business cannot open an advertiser account, so the cost includes incorporation in an eligible country, non-resident business banking, a matching payment card, verification, permanent annual compliance and a FEMA filing calendar for the cross-border funding. The resulting campaign reaches users outside India.

Can I use a personal card to pay for ChatGPT ads? The payment card must match the entity and its country. A mismatched card is a common verification failure.

Can I change my ChatGPT ads account country or currency later? No. Country, currency and time zone are set at signup and cannot be changed. The fix is a new advertiser account created with a different email address.
