ChatGPT Ads by country: budgets and rules for every market

OpenAI lists 63 countries where businesses can use self-service ChatGPT Ads Manager, as of 2 October 2026. This page compares them side by side: the minimum daily budget, when each market opened, and how deep targeting goes. For the account rules behind the list, see ChatGPT Ads countries and eligibility. The list grew from nine beta-era markets in mid-August to 52 on 31 August, then to 63 by the end of September with four Middle East additions and the Southeast Asia and Taiwan expansion.

The test is where your legal entity is registered. OpenAI’s availability page says the entity that will advertise and be billed must be based in a listed country. The 20 largest markets below link to their own page, with the minimum budget, how access opened, targeting depth and the category rules that apply there.

OpenAI sets the floor by the account’s billing currency, not by country. These are the 30 rows on its Minimum Campaign Spend table. Several listed countries, including Turkey, Iceland and most of the Middle East and North Africa, have no local-currency row, so their floor depends on the currency chosen at signup.

A daily budget is a seven-day average: a day can spend up to twice it, a budget week up to seven times it. Details on the daily versus total budget page.

It is an account rule. It tells you whether your business can open a self-service account. It does not by itself tell you which audiences your campaigns can reach.

New accounts can be held to their home country. OpenAI says some new self-serve accounts can advertise only in their home country until identity verification is approved and they reach a required spend there.

Category rules are not uniform. Financial, health and legal services can be approved case by case only in the United States; outside the US they are generally prohibited.

Europe has an extra constraint. For campaigns targeting the EEA or Switzerland, OpenAI advises avoiding custom audiences while ads personalization is unavailable there.
