The answer finance wants is that ads run first and you are charged afterwards, against a card held in Ads Manager, whenever unpaid spend reaches a threshold assigned to your account. The answer finance will not like is that the threshold is not published, cannot be negotiated, and increases on its own.

This article is written for the person who has to get that through a procurement process, not for the person running the campaigns.

The five questions finance actually asks

"Is this prepaid or invoiced?" Neither, in the form they mean. ChatGPT Ads is postpay: charges are applied to the payment method saved in Ads Manager after ads have delivered. You receive an emailed receipt for each successful payment. There is a receipt, but it arrives after the money has moved, which is the opposite of the invoice-then-approve cycle most finance teams run.

"What is our exposure?" Bounded by your campaign budgets, not by a credit line. The payment threshold is a billing trigger, not a spending cap. Your real exposure per month is the sum of your daily budgets times the days they run, and that is the number to put in the approval, because it is the only one you control.

"Can we have net 30?" No documented route to it. OpenAI's published billing documentation for Ads Manager Beta describes card charges against a threshold. Nothing in it describes purchase orders, invoicing terms, or an account-level credit facility. If your organisation cannot spend on a card, this is a genuine blocker rather than a paperwork problem.

"Whose card?" The company's, in the company's name, with a billing address in the account's country. OpenAI states that billing information and payment method should match the business entity and country. A founder's personal card is the most common cause of a stalled account, and it is a verification issue as much as a billing one.

"Where do the tax details go?" VAT and tax IDs can be added to invoices through Ads Manager settings. Do this before the first charge, because a receipt issued without a VAT number is harder to fix afterwards than to set up beforehand. One documented oddity for Japanese-billed advertisers: OpenAI states it does not currently charge Japanese Consumption Tax on ChatGPT Ads invoices.

How the payment threshold works

This is the mechanic that replaces a credit limit, and it behaves differently enough to be worth explaining precisely.

Your account carries an assigned payment threshold. When accrued unpaid spend reaches it, the card is charged. OpenAI's documentation gives an example of a card being charged once an account accrues 25 USD in unpaid spend. Thresholds may increase automatically based on payment history.

Three consequences follow, and all three surprise people.

Charge frequency is a function of spend rate, not of the calendar. A campaign spending 100 USD a day against a low threshold generates several charges a week. Finance teams reconciling card statements against a monthly budget line will see a scatter of small charges rather than one invoice, and will usually ask why.

The threshold rises without notice. Good payment history is rewarded with larger, less frequent charges. Nothing in the documentation says what the increments are, what triggers them, or what the ceiling is. From a reconciliation point of view, the pattern of charges changes underneath you.

You cannot request a threshold. It is assigned. There is no documented route to negotiate one, and no published schedule mapping spend history to threshold size.

Say all three out loud in the approval conversation. Finance teams tolerate unusual mechanics they were warned about and escalate identical mechanics they discover on a statement.

What a failed payment does to delivery

Direct, and worth planning around: if a payment fails after your account reaches its payment threshold, your ads may stop delivering until the billing issue is resolved. OpenAI sends email notifications and expects you to update the payment method.

The operational risk here is not the outage. It is who receives the email. Billing notifications go to the billing contact, which in most companies is a finance address, and the person who notices a campaign has stopped is a marketer looking at a flat spend line with no explanation. A campaign can sit dark for days inside that gap.

Two cheap mitigations. Put a shared marketing address on the billing contact so both sides see the notification. And keep a second valid company card on file if the interface permits it, because expiry is the most common cause of a failure and it is entirely predictable.

There is a second-order cost that nobody documents. Every stop and restart interrupts whatever delivery pattern the campaign had built, and OpenAI does not publish how quickly delivery resumes to prior levels after a billing pause. Treat a billing outage as a potential setback to campaign momentum, not just as lost days.

The reckoning: this is not built for procurement yet

Most of what is written about ChatGPT Ads billing presents it as simple, and it is simple. Simple is not the same as institutionally acceptable.

The honest summary for a mid-market or enterprise buyer is that ChatGPT Ads bills like a self-serve product and not like a media buy. There is no insertion order, no agency credit line, no billing terms document to route through legal, and no published credit schedule to evidence in a vendor risk review. The controls procurement uses to govern six-figure media spend do not have equivalents here.

That is a reason to start small on a card and revisit later, not a reason to conclude the channel is unusable. But it does mean the person championing the test should size the first commitment to what can be approved on a card without a formal process, because the formal process has nothing to attach to. An advertiser planning to move 200,000 USD a year through this channel should raise the billing question with OpenAI before planning the spend, since nothing published indicates how larger accounts are handled.

What we cannot tell you

  • What your payment threshold will be. Assigned by OpenAI, not published, and not requestable. The 25 USD figure in the documentation is an example, not a schedule.
  • How and when thresholds increase. OpenAI states they may increase automatically based on payment history and publishes no increments, triggers or ceiling.
  • Whether invoicing or net terms exist for large advertisers. Not documented. Their absence from published material is not proof they do not exist for negotiated accounts.
  • What payment methods beyond credit cards are accepted. Cards are the documented option. Nothing published describes direct debit, bank transfer or alternatives.
  • How quickly delivery recovers after a billing pause. Not documented, and not measurable from Ads Manager reporting.
