There is a review request, and there is no appeal. What actually gets rejected, and at which layer

OpenAI's ad policies, updated 10 September 2026 at version 1.6, describe review at three separate layers, which is the useful diagnostic frame because the fix is different at each.

The advertiser layer. An assessment of the business itself. Category eligibility lives here: financial services, health services and legal services are permitted in the US only and approved case by case, with legal services restricted to licensed attorneys. Political ads and ads on contested social issues are disallowed outright. A rejection at this layer is not fixable by rewriting a headline.

The creative and landing page layer. The ad text, the image and the page it points to. The policies prohibit misleading claims, specifically "unfounded claims about capabilities, pricing, outcomes, affiliations, or comparisons with other products or companies", and restrict trademark and brand asset use to what you own or are authorised to use.

The placement layer. Where and against what the ad would serve.

The review system uses machine learning, including large language models and classifiers, with human oversight. That matters for how you write a review request: the first pass that rejected you was probably automated.

The two documented rejection causes

OpenAI's troubleshooting article names two reasons an ad shows as not serving.

Ad copy or landing pages misaligned with the ad policies. The broad category, covering everything in the layers above.

Landing pages blocking OpenAI user agents or IP addresses. This is the one that catches competent advertisers, because it is not an advertising mistake. If your site blocks OAI-AdsBot in robots.txt, or a WAF or bot-management product is filtering OpenAI's crawler or IP ranges, the ad can be rejected without anything being wrong with the ad. Check this before you write a word of appeal, because it is the fastest fix and the one your ads team probably cannot make alone.

Editing and resubmitting versus requesting a review

These are two different actions with two different costs, and the choice matters.

Editing and resubmitting restarts review on a changed ad. It is the right move when you can identify a plausible policy trigger, when the rejection is at the creative layer, and when you are not attached to the specific claim. It is fast, self-service and low risk.

The cost is information. Every edit-and-resubmit that passes tells you an ad is acceptable, not which element was the problem. If you change the headline, the image and the landing page together and it clears, you have learned nothing transferable to the next ad.

Requesting another review is the right move when you believe the rejection was wrong and the claim is worth defending: a substantiated comparison, a regulated-category business that genuinely holds the licence, a trademark you actually own. The documented mechanism is email to [email protected].

OpenAI specifies what to include: ad title and copy, the disapproval code or message, the creative copy, the landing URL, and the time you received the notice. Send all of it. A request missing the disapproval code is asking a support team to reconstruct your account state from a description.

A practical order of operations

  1. Change one thing at a time. The absence of per-rejection diagnostics means the only way to learn which element triggered the rejection is serial testing. It is slower and it is the only method available.
  2. Check crawler access before editing anything. Confirm OAI-AdsBot is allowed in robots.txt and not blocked at the CDN, WAF or firewall. This cause is documented and is frequently outside the ads team's control.
  3. Screenshot the rejection notice immediately, with the timestamp. There is no published case history in the interface and OpenAI asks for the time you received the notice. If you do not capture it, you cannot supply it.
  4. Keep a dated log of every rejection, what you changed, and the outcome. Nothing in the platform accumulates this for you. On a product this young, your own log is the only pattern-recognition tool that exists.
  5. Escalate on substance, not on volume. With no published SLA and no escalation tier, repeated emails about the same rejection have no documented route to a different desk. One well-evidenced request is the strongest instrument available.

The honest reckoning

We cannot tell you whether review requests work, and neither can anyone else writing about this.

No published account exists of a ChatGPT ad rejection being overturned on review. No response time has been reported consistently. OpenAI publishes no appeal statistics, no reviewer guidance and no worked examples of accepted and rejected creative. The mechanism is documented, its effectiveness is not, and those are different things.

What is documented, and what should shape how you treat the relationship, is the enforcement ladder. The ad policies list rejection or removal, limiting delivery, required edits, advertiser restrictions, and suspension or termination of the account, with severe, repeated or deceptive violations attracting the stronger responses. Contesting a rejection is not itself a violation. Repeatedly resubmitting creative that has been rejected for the same policy reason moves you along that ladder, and the account is a harder thing to recover than an ad.
